You do not give up decoding quality on ordinary QR symbols: the native detector on Chrome and the bundled JavaScript decoder elsewhere both read them reliably. What you do give up are features that need native access — batch scanning from a folder, continuous history, torch control on some devices.
What you gain is scoping. A browser camera permission applies to one origin and can be revoked per site, rather than granted to an app that may request other permissions later.
